Vocational Rehabilitation:

What is Vocational Rehabilitation?

Vocational Rehabilitation is a state and federally funded program that helps eligible people with disabilities become employed.

An individual is eligible for vocational rehabilitation services if the individual:

  • Has a physical or mental impairment which constitutes or results in a substantial impediment to employment; and can benefit in terms of an employment outcome from vocational rehabilitation services and
  • Requires vocational rehabilitation services to prepare for, enter, engage in, or retain gainful employment consistent with the individual's strengths, resources, priorities, concerns, abilities, capabilities, and informed choice.

Vocational Rehabilitation Services:

A wide range of Vocational Rehabilitation services are available to persons with disabilities through a statewide network of office locations.

As appropriate to the Vocational Rehabilitation needs of each client and consistent with the individual's informed choice, the following Vocational Rehabilitation services may be available:

  • Assessment for determining eligibility and vocational rehabilitation needs by qualified personnel, including, if appropriate, an assessment by personnel skilled in rehabilitation technology.
  • Vocational Rehabilitation counseling and guidance.
  • Referral and other services necessary to help applicants and eligible clients obtain needed services from other agencies and to advise them of the Client Assistance Program.
  • Physical and mental restoration services related to Vocational Rehabilitation goals and objectives. Services must be achievable within a reasonable period of time. Services including but not limited to (see addendum 101 for complete listing):
    • corrective surgery or therapeutic treatment necessary to correct or substantially modify a physical or mental condition which is stable or slowly progressive and presents a substantial barrier to employment, but is of such nature that correction or modification may reasonably be expected to eliminate or reduce the impediment within a reasonable length of time;
    • necessary hospitalization in connection with surgery or treatment;
    • prosthetic and orthotic devices;
    • eyeglasses and visual services as prescribed by qualified personnel under state licensor laws;
    • special services by qualified personnel (including transplantation and dialysis), artificial kidneys and supplies necessary for the treatment of individuals with end-stage renal disease;
    • diagnosis and treatment for mental and emotional disorders by qualified personnel.
  • Vocational and other training services, including personal and vocational adjustment training, books, tools, and other training materials.
  • Maintenance.
  • Transportation in connection with providing a Vocational Rehabilitation service.
  • Vocational Rehabilitation services for family members of an applicant or client if necessary to enable the client to achieve an employment outcome. Family member as defined in 34 C.F.R, section 361.5 (21) of federal regulations.
  • Interpreter services for individuals who are deaf, tactile interpreting services for individuals who are deaf-blind; reader services, rehabilitation teaching services, and orientation and mobility services for individuals who are blind.
  • Recruitment and training services to provide new employment opportunities in the fields of rehabilitation, health, welfare, public safety, law enforcement and other appropriate public service employment.
  • Job search, placement assistance and job retention services.
  • Supported employment services (see supported employment addendum).
  • Personal assistance services.
  • Post-employment services.
  • Occupational licenses, tools, equipment, initial stocks, and supplies.
  • Rehabilitation technology.
  • Transition services.
  • Other goods and services determined necessary for the client to achieve an employment outcome.
