In December 2005, President George W. Bush signed Executive Order 13392 "Improving Agency Disclosure of Information." In that Order, President Bush mandated each agency to establish a "FOIA Requester Service Center" and designate one or more "FOIA Public Liaisons." CIA designated Scott Koch and Delores Nelson as its FOIA Public Liaisons. These individuals can be contacted at the telephone number and address listed above.
