IX. UNIFORMITY

Goal: Establish uniformity in components of job descriptions, application and selection process for teams,
policies and procedures (reporting tools, monitoring, format and content of learning sessions), agendas
(planning, coordination and support of learning sessions). Establish uniform equity in human resource
development plan for staff, resource efficiency and control in resource allocation and uniform accountability and
reporting.

Goal: Sustaining integrity of care, improvement and learning models with all learning sessions. The timing and
content will be consistent with collaborative guidelines. Assuring consistency of national shared goal and
measures. Monthly cluster coordinator and director inter-rater-reliability results will be within a 0.5 range for
team assessment scores.

Performance Expectations
PCA and CN

  1. Lead PCA executive directors and CN directors will attend national quarterly meetings with the BPHC to
    plan and execute uniformity in programs. Meetings will be held in conjunction with BPHC annual site
    visits to PCAs as possible.
  2. Collaborate with BPHC to assure that guidelines are followed, communicate issues or questions to the
    BPHC and contribute refinements as needed.
  3. Communicate guidelines to the cluster steering committee, participating health centers and NHSC
    sites, and appropriate partners.

In support of this National Goal, BPHC plans to:

  1. The BPHC will fund the quarterly meetings. Attendees to include: HRSA Field Office clinicians, the BPHC,
    Executive Directors of the lead PCAs, and lead CNs.
  2. Collaborate with PCA and CN and the IHI, publish collaborative guidelines for learning sessions, monthly
    and quarterly report and other issues as appropriate by February 2001.
  3. The BPHC National Director and the IHI Collaborative director will provide leadership and assistance in the
    use of the collaborative guidelines.
  4. Revise and refine guidelines as needed on a regular basis.
