Surge Capacity Assessments and Regionalization Issues

Web Conference

This Web Conference, broadcast on June 17, 2003, was the third in a series on bioterrorism conducted during 2003 via the World Wide Web and telephone. This Web conference focused on assessing the capacity of health care facilities and systems to respond to a terrorist or other public health emergency, and developing intra-State or multi-State regional strategies to mobilize resources. The User Liaison Program (ULP) of the Agency for Healthcare Research and Quality (AHRQ) developed and sponsored the program.

An audio tape of the conference is also available for $10.00 through the AHRQ Publications Clearinghouse at 1-800-358-9295. Ask for AHRQ 03-AV10A, "Surge Capacity Assessments and Regionalization Issues."

Program Overview

Bioterrorism is a significant public health threat to the United States. Addressing this threat requires the rapid development of Federal, State and local capacity to respond to potential bioterrorism events. To be as effective as possible, these efforts must be directed toward improving the abilities of both our public health system and our health care delivery system. These include the individual systems of care, facilities, and clinicians that comprise the delivery system to detect and respond to such threats.

The conference focused on:

  • Guidance by the Health Resources and Services Administration (HRSA) on regional surge capacity planning.
  • An analysis of conceptual models for regional preparedness strategies.
  • Development of a multi-State regional approach to maximizing capacity and optimizing resources.
  • Design of a decision tool to assist health care systems in assessing the requirements of bioterrorism events.
