Welcome to the FWS Cost Performance Management Website

Purpose of ABC/M and Performance Management Implementation at the Fish and Wildlife Service

In an effort to improve budget formulation, justification, and performance measurement,the U.S. Fish & Wildlife Service (FWS) has implemented cost and performance management tools. Activity-based cost management (ABC/M), is a cost accounting and management tool that provides the Service with improved visibility into the full costs of operations and outputs. The performance management system tracks and maintains the Service's accomplishments for reporting GPRA, PART and other internal measures.

The FWS Cost & Performance Management Website provides up-to-date information related to the ABC/M and performance management effort. The page is organized into five main sections:  Activity Based Cost Management, Performance Planning and Goals Tracking, Cost & Performance Integration, Key Concepts and Training, and Employee Performance Plan. Quicktime Users: Quicktime is a new way of collecting the Service’s Time and Attendance information and is being phased in during FY08. The 2-digit ABC code is a required field in Quicktime. The program will not allow you to complete your time sheet without filling in the ABC code. Quicktime requires an ABC code on all lines, including comp time hours. Use the ABC code that relates to the work you performed in earning the comp time hours. For more information on Quicktime, including the tentative schedule, please see the Service’s Quicktime Site.
Good news: ABC codes have not changed for FY08 - continue to use the same ABC codes in Quicktime that you normally use to code your work. This site contains the ABC dictionary, coding guidance, and other tools help you select the most appropriate ABC code.
