Here are some programs designed to help with home modifications for older adults and people of all ages with disability.

Apartment Conversion for the Elderly Program
 
 
Enables elderly homeowners to convert space in their single-family home into an accessory apartment or build an addition for the purpose of creating an apartment. A Connecticut Housing Finance Authority (CHFA) loan refinances the existing mortgage and construction costs. Rent from this new space provides additional income to older homeowners who wish to remain in their current homes. 
Eligibility:
Homeowner must be at least 62 years of age; residence must be a single family home.

Grants and Loans for Home Modification
 
Based on eligibility requirements, grants and low-interest loans are available to individuals and families for the purpose of making their residential dwelling accessible for people with disabilities.

Home Barrier Evaluation/Removal
 
Offers low-interest loans to people with disabilities to make their home accessible. Modifications may include: installing ramps, elevators, stair glides lifts, grab bars in showers and bathrooms; widening doorways; lowering kitchen or bathroom cabinets. Peer counselors help consumers assess the accessibility of their homes and assist in finding appropriate supplies and services.
Eligibility: 
• Children and adults with a physical or mental impairment that substantially limits at least one major daily activity.
• Income at or below 100% of the state median.
• Income above 100% of the state median level but cannot meet conventional loan standards.

Home Remodeling Service
 
Offers solutions to special housing needs through the Corporation for Independent Living (CIL). After an initial home visit, staff members prepare a remodeling proposal, along with financial options. Upon agreement, CIL develops detailed design drawings and enters into a construction contract with the homeowner. Renovations are turn-key and cost efficient. This program may have a wait list.

Vocational Rehabilitation (VR) Program
 
Helps to finance home modifications necessary for an individual to participate in daily employment. Modifications to your home or small business are designed only for meeting the functional needs of employment. The Bureau will not finance extensive reconstruction, new construction or major structural additions.
