HHS Announces $42 Million for AIDS Medications and Care

HHS' Health Resources and Services Administration (HRSA) has announced $42 million in funding to support life-saving medications and primary care and services for people living with HIV/AIDS.

“Some of these grants will help states with pressing needs get extra help in buying AIDS drugs,” said HRSA Administrator Elizabeth M. Duke. “Other grants are targeted to help women and children living with AIDS and to help established treatment programs improve their ability to deliver quality HIV/AIDS care.”

The awards are funded under three different parts of the Ryan White HIV/AIDS Program:

  • AIDS Drug Assistance Program (Part B). Supplemental ADAP grants totaling $39.5 million are being awarded to 14 states, the Virgin Islands and Puerto Rico to expand the availability of life-saving AIDS drugs. The grants are awarded each year to states and territories that demonstrate severe need in providing AIDS medications consistent with Public Health Service guidelines (states contributed an additional $4.6 million under a matching requirement).

    The grants augment the formula FY 2007 ADAP grants that were awarded in April. Since 1996, the total ADAP earmark has grown from $52 million to $775 million (FY 2007). In 2006, close to 156,000 clients received medications or insurance to cover the cost of these medications under the ADAP.

    Each year, the Ryan White HIV/AIDS Program also provides Part B formula grants to all 50 states, the District of Columbia, and eligible territories.

  • Capacity Development Program (Part C). Grants totaling $1.3 million will help 15 public and nonprofit organizations improve their ability to develop or expand high-quality HIV/AIDS primary care services in rural, urban and minority underserved communities. The grants focus on infrastructure building and do not fund service delivery, patient care, research or prevention. Part C grants for HIV/AIDS early intervention services were announced in April and July.

  • Women, Infants, Children, Youth and Affected Family Members AIDS Healthcare Program (Part D). Fifteen current grantees will receive one-time expansion grants ($1 million total) to improve primary medical care, research and support services for HIV-infected women, infants, children and youth and to provide support services for their affected family members. Part D grants were announced in August.

Ryan White HIV/AIDS Programs administered by HRSA's HIV/AIDS Bureau fund $2.1 billion in HIV/AIDS primary care, medications and services that reach more than 530,000 individuals every year. For more information, visit http://hab.hrsa.gov
