NO PROTESTS TO TEN MAJOR IRAQ RECONSTRUCTION CONTRACTS
Baghdad, Iraq -- May 12, 2004 - In another significant step forward for the Iraq reconstruction, the Program Management Office of the Coalition Provisional Authority is pleased to announce that the protest period for the major construction contracts has now passed without a single challenge.
The $5.1 billion in construction contracts, which were awarded in March, will help drastically improve the quality of life in Iraq in the areas of water, electricity, security, justice, public buildings, communications and transportation.
According to government contracting regulations, bidders who were not awarded a contract are afforded 10 days following a post-award debriefing to protest the award of any contract.
"That fact that there were no protests to these contracts confirms the integrity of our process," stated David Nash, Director of the Defense Department's Iraq Program Management Office. "This demonstrates that the private sector believes the award process was fair and appropriate," he added.
While the average solicitation process takes a year or more, these ten contracts were awarded in record time. The awards came just over 90 days after the release of the seven solicitations and following the review of more than eighty proposals.
"Congratulations to the Army Contracting Office and all the dedicated staff both in Baghdad and in the U.S. for this great achievement," stated Nash. The entire process was completed under the supervision of several auditing agencies making it one of the most audited programs in the history of the U.S. Government.
"Together with the private sector, we have accomplished a great deal in a short time while ensuring the best value to the American people and addressing the most pressing needs of the Iraqi population. The reconstruction is moving forward." Nash stated.
