Occupational Data and Occupational Groups for the Census 2000 Special EEO File

The Census 2000 Special EEO File will contain race and ethnicity data for 472 occupational categories, each of which has more than 10,000 individuals nationwide.

The 472 occupational categories will be aggregated in various ways. Contained below are specifications for the EEO-1 Job Categories, which are for private sector programs, and the State and Local Job Categories, which are for state and local government use.

Specifications for the EEO Occupational Groups, the Proposed EEO-1 Job Categories, and the State and Local Job Categories for the Census 2000 Special EEO File

To create the Census 2000 EEO File Crosswalk from Census Codes and 2000 SOC Codes to the EEO Occupational Groups and the EEO-1 Job Categories, and the Census 2000 EEO File Crosswalk from Census Codes and 2000 SOC Codes to the State and Local Job Categories, the following information was provided by the Consortium to the Bureau.

The Census 2000 Special EEO File occupational crosswalk began with 509 unique categories from the 2000 Census classification system and was adjusted as follows: (a) 35 categories with fewer than 10,000 employed nationwide were aggregated into larger categories, so that all occupational categories shown on the EEO File will be greater than 10,000; (b) four military specific occupations were excluded; and (c) one category was added for the unemployed with no work experience since 1995. When the unemployed with no work experience since 1995 (Census Code 992) are included, there are 472 occupational categories; when this category is not included, there are 471 categories. This process resulted in the 472 occupational categories that are shown in the table below.

The 472 Census 2000 codes are matched to equivalent 2000 SOC codes and use the following notational rules for SOC codes. In general, when a Census code matches a 2000 SOC detailed occupation, the detailed SOC code is cited, e.g., 11-1011, 11-9199, and 13-1022. However, if a Census code combines all of several 2000 SOC detailed occupations within a broad occupation or minor group, the SOC broad occupation or minor group code is cited, e.g., 11-2020 and 25-1000. Furthermore, if the census code aggregates two or more SOC categories in a way that does not have a single SOC equivalent code, the SOC code as shown on the EEO File contains alpha characters, e.g., 13-11XX and 47-50YY.

A list of codes and titles for the 14 EEO Occupational Groups and the 9 EEO-1 Job Categories for the 2000 EEO File are presented below. The EEO File does not contain sub-categories within the EEO-1 Officials and Managers Job Category, because these levels must account for additional factors, such as industry and earnings.
