The Federal Labor Relations Authority (FLRA) is an independent agency responsible for administering the labor-management relations program for non-postal Federal employees world-wide. The FLRA was created by the Federal Service Labor-Management Relations Statute, which was enacted in 1979. The Statute protects the rights of Federal employees to form, join or assist a labor organization or to refrain from such activity freely and without fear of penalty or reprisal. The FLRA consists of three major components: the Authority, the Office of the General Counsel and the Federal Service Impasses Panel.
