ATF Ruling 79-11

Denaturers have asked the Director, Bureau of Alcohol, Tobacco and Firearms, whether other denaturing materials may be authorized for use in the preparation of completely denatured alcohol Formulas 18 and 19 and of specially denatured alcohol Formula 38-B.

Under the provisions of 27 CFR 212.65, pertaining to formulas for denaturing alcohol, the Director may authorize the use of substitute denaturants where such substitutions will not jeopardize the revenue.

Held, the Director has determined that rubber hydrocarbon solvent meeting the specifications found at 27 CFR 212.88 may be used as a denaturant substituted for the amount of kerosene, deodorized kerosene, or gasoline normally prescribed in the formulations for completely denatured alcohol Formulas 18 and 19.

Held, the Director has determined that Imitation Lavender Oil No. C-9359, Denaturing Grade, manufactured by Ungerer & Company, 161 Avenue of the Americas, New York, New York 10013, is a satisfactory substitute for Lavender Oil, N.F., and is authorized for the production of specially denatured alcohol Formula 38-B if the following Lavender Oil No. C-9359: Specific gravity at 25°/25° C....................0.9025

Refractive index at 20°C........................1,4685

Esters (as linalyl acetate).....................46.9%

Held, the Director has determined that two new denaturants may be authorized for use in the production of specially denatured alcohol Formula 38-B. These denaturants, manufactured by Fritzche, Dodge & Olcott, Inc., 76 Ninth Avenue, New York, New York 10011, are Allspice Oil No. 23777, Denaturing Grade; and Cinnamic (cinnamyl) Alcohol Synthetic. These denaturants are approved for use provided they meet the following specifications:

1. For Allspice Oil No. 23777, Denaturing Grade:

Specific Gravity at 25°/25°C....1.030-1.045

Refractive Index at 20°C........1.528-1.534

Phenol Content.................. 74-84.0%

2. For Cinnamic (cinnamyl) Alcohol Synthetic:

Solidification Point............not less than 31°C

Cinnamic Alcohol................98% minimum Aldehydes as Cinnamic

Aldehyde........................1.5% maximum
