Highlights


 -   (new) Preview of Auction 50 - for lot numbers, inspection IDs, city, state, zip codes, building and unit count; scattered site designation; and estimated inspection duration.

 -   (new) Auction 50 – A Reverse Auction is planned to begin Saturday, September 20, 2008, at 10:00 a.m. and close on Saturday, September 20, 2008, at 4:00 p.m. (DST) Day Light Saving Time. This auction will made up of public housing properties throughout the nation. The period of performance will begin September 29, 2008 and will end on December 28, 2008 (90 calendar days).

If you are not already an eligible contractor, please submit all information by the end of the day, September 14, 2008.

The properties in this auction have been re-configured for HUD's "asset management project (AMP)" initiative. Attending a pre-bid teleconference is a requirement. If you did NOT attend one of the teleconferences held on August 21, August 22, or September 8, 2008, you must attend the teleconference on Monday, September 15, 2008, at 5:00 p.m. Eastern time in order to participate in Auction 50. It is anticipated that the call will last less than one hour. The purpose of this mandatory participation in the conference call is to ensure that all contractors understand the additional steps which will be required to conduct the inspections.

 -   (new) Auction 49 – Auction 49 – A Reverse Auction is planned to begin Saturday, September 13, 2008, at 10:00 a.m. and close on Saturday, September 13, 2008, at 4:00 p.m. (DST) Day Light Saving Time. This auction will made up of public housing properties in Hawaii. The period of performance will begin September 22, 2008 and will end on December 21, 2008 (90 calendar days).

Contractors must abide by HUD’s inspection protocol and the Reverse Auction Program’s Purchase Order Terms and Conditions and Business Rules.

Reasonable extension request for inspections awarded in this auction will only be granted in rare cases. Extension requests must include a valid reason.

In addition, the following actions will be cause for termination for default for all inspections awarded in Auction 49:
 -   Failure to schedule inspections within 15 days of the award email.
 -   Failure to update and maintain inspection schedule information in HUD’s Secure Systems.
 -   Failure to have an active inspector assigned to a scheduled inspection.

 -   Inspection Review Notice: Contractors should check the Inspection Review Web Page often. It is required that posted challenges be responded to within 3 business days. If no response is received within this time-frame, and REAC was not informed of any IT/ technical difficulties, the inspection WILL BE REJECTED. Rejected inspections are not subject to payment.
 -   Inspection Review & Response Process
 -   Reminder: It is important that inspections are NOT over-scheduled, and that Scheduler is kept up-to-date, as stated in the UPCS protocol. Contractors must ensure that adequate resources are available prior to bidding. Failure to adhere to the UPCS protocol and/or the Purchase Order Terms and Conditions may result in suspension of an inspector, HUD-rejected inspections, and/or denial of participation in the Reverse Auction Program.
