Professional Background:

Mr. Barros joined the Advanced Technology Program's (ATP) Information Technology and Electronics Office (ITEO) in April 2002 as a General Business Specialist. Prior to joining ATP Mr. Barros worked with ATP as an outside business reviewer and consultant for ATP competitions. Mr. Barros is primarily focused on the telecommunications and semiconductor industries.

Mr. Barros spent 20 years in the finance industry with DSL Capital structuring financing in the public capital markets for small businesses through the use of private sector industrial development bonds. Frank worked with seventeen public jurisdictions to create a system of structured securitized fund pools for small companies. During this time, Frank also worked with ARTCO Inc., a joint venture with Kidde, DAF and York to develop an integrated transportation system in Egypt for imported perishable goods. Prior to this, Frank was Vice-Provost of Research and Development at The American University for 10 years. During this time, he also established CITC to aid in the process of transferring technology from mature to developing countries. Frank was also on the faculty in the School of Education where he taught higher education management, finance and law. Prior to this, Frank was on the faculty at Howard University . He has done extensive consulting with international government agencies including the World Bank, IDB, AID, Mexico , Saudi Arabia , Yemen , Jamaica , and Malaysia , among others.

Frank was born in Hong Kong and received his secondary education in Australia . He received his Bachelor's degree in Philosophy and Physics; his Masters in Education Administration ( Catholic University ) and his Doctorate in Higher Education Finance ( Catholic University ) with a minor in International Relations.
