This page describes certain medicines that are on the Commerce Control List and therefore are not eligible for the Office of Foreign Asset's Control's expedited procedure for applications to export to Iran or Sudan. The following vaccines, immunotoxins, medical products, diagnostic and food testing kits are controlled on the Commerce Control List in Export Control Classification Number (ECCN) 1C991 and are not eligible for export under the expedited procedures authorized by the Trade Sanctions Reform and Export Enhancement Act of 2000.
Controlled vaccines are those which contain items listed in Category 1 on the Commerce Control List in ECCNs 1C351, 1C352, 1C353 and 1C354. To view a description of these items, go to the Export Administration Regulations on the Access GPO web site, scroll down to "Category 1" and select the format in which you wish to view the document.
Controlled immunotoxins are antibody-toxin conjugates intended to destroy specific target cells (e.g., tumor cells) that bear antigens homologous to the antibody, where the toxin portion is listed in 1C351.d.
Controlled medical products are pharmaceutical formulations designed for human administration in the treatment of medical conditions, prepackaged for distribution as medical products and approved by the Food and Drug Administration to be marketed as medical products, which contain toxins listed in 1C351.d.
Controlled diagnostic and food testing kits are specifically developed, packaged and marketed for diagnostic or public health purposes, which contain toxins listed in 1C351.d.
