G.I. Bill of rights for veterans

On June 22, 1944, President Franklin D. Roosevelt signed into law the G.I. Bill of Rights. This bill created, among other benefits, educational benefits for veterans. The bill changed the prevailing concept of education in this country and has helped veterans and other eligible persons pursue their education and training goals.

Through the addition of various Chapters, under Titles 38 and 10 of U.S.C., the original 1944 G.I. Bill’s educational benefits were expanded to other era veterans and eligible persons; such as survivors of veterans / some dependents, reservists, and National Guard members.

STATE APPROVING AGENCY (SAA)

SAAs are authorized by Title 38, U.S.C. Each state has a SAA, with the charge to provide administrative oversight of the G.I. Bill’s Education and Training Programs in that state on behalf of veterans. The SAA is responsible for the approval of education and training programs to ensure that each program meets the G.I. Bill ‘s Titles 38 and 10 U.S.C. requirements. For veterans to receive payments for their G.I. Bill’s Education benefits, the education or training program in which they intend to enroll, must be pre-approved by the SAA. The SAA also provides continued program administrative oversight.

The Minnesota SAA MISSION

The Minnesota State Approving Agency’s (SAAs) mission is to provide the administrative oversight of the G.I. Bill’s Minnesota Education and Training Programs on behalf of our veterans and other eligible persons.

MN SAA APPROVED PROGRAMS

In Minnesota, there are more than 200 institutions that are SAA approved and over 6,500 programs that are SAA approved. In addition, there are over 50 SAA approved On-The-Job (OJT) and Apprenticeship Training Programs.

Within the Minnesota Department of Veterans Affairs (MDVA), under the direction of Paula Plum, the Minnesota SAA provides administrative oversight and approval of the G.I. Bill’s education and training programs in Minnesota. To determine if an Education or Training Program has been approved in Minnesota for G.I. Bill’s Education benefits/payments, please call the MDVA’s SAA at (651) 296-1038.

MDL&I’s OJT & APPRENTICESHIP

Within the Minnesota Department of Labor and Industry (MDL&I), under the direction of Mr. Gerald Briggs, the design, approval, and oversight of On-The-Job (OJT) and Apprenticeship Programs in Minnesota is conducted.

OJT and Apprenticeship Programs require pre-approval for G.I. Bill use. To obtain assistance to design a program or to verify program approval of an OJT or Apprenticeship Training Program, please call Mr. Briggs at (651) 284-5090.

“OUTREACH” or informing veterans and other interested persons and/or institutions about the G.I. Bill’s Education Benefits, and how eligible persons can utilize their entitlements is an important additional function of the Minnesota SAA.

MN COUNTY VETERANS SERVICE OFFICERS (CVSOs)

Each county in the state of Minnesota has a County Veterans Service Officer (CVSO), who assists veterans and their survivors and certain dependents in securing entitled veteran’s benefits, including the G.I. Bill’s Education benefits. You can contact your Veterans Service Officer by calling your local county government center.
