Most recently, she has been working for the Office of Science's Chicago office, providing project-management services in support of site-office needs. Baebler received her master’s degree in engineering management from George Washington University and her bachelor’s in industrial engineering from the University of Wisconsin-Madison. ### Bio for Cynthia Baebler:Cynthia K. Baebler Education: M.S. Engineering Management, George Washington University, 1991 Experience: 20 years of public service in the areas of project and technical management within the Department of Energy (DOE) and Department of Defense (DOD). Specific assignments included: 1998 – 2007: DOE-Chicago Office (CH), Pit Disassembly and Conversion Facility Design Project (TPC $2.5B). Federal Project Controls Manager and Contracting Officer’s Representative for Major System Acquisition funded by the National Nuclear Security Administration. Established and controlled project baselines, ensured conformance of contractor reporting and implementation of earned value management systems, led numerous technical evaluations/cost reviews for proposed baseline changes, assessed impacts to the contract and defined corrective actions for performance, budget, and contracting issues. 1996-1998: DOE-CH, Waste Management Program (Annual Budget $35M). Program Team Lead. Directed the waste management program activities and led technical matrix staff located at five CH sites, established priorities under a constrained budgets, and developed baselines for waste collection, storage, treatment, and disposal at DOE laboratories in five states. 1993-1996: DOE-HQ Environmental Management, Stabilization & Deactivation Program (Annual Budget $50M). Led HQ Program Division Team for landlord program/deactivation projects at the Idaho Chemical Processing Plant. Established baselines for stabilization/deactivation projects, developed end-state criteria, and managed the transition of surplus facilities. 1991-1993: DOE-Office of Defense Programs, Processing & Reactor Division (Annual Budget $20M). HQ Program Manager for all general plant and capital equipment projects at the Idaho National Engineering Laboratory. Directed technical initiatives and tasks for numerous GPP/CE projects. 1987 – 1991: DOD-Naval Surface Weapons Center, White Oak, Engineering Department: Project Engineer in the Integrated Logistics Support Section of DOD. Led/assisted detailed life cycle planning for weapons system development. Performed assignments in cost control and systems engineering divisions. Certifications: DOE General Technical Base Qualification, "applied" as a DOE Level 4 Project Director in the DOE PMCDP Project Management Career Development Program; COTR/COR Technical Representative Certificate, completed DOE’s continuing educational requirements; Integrated Logistics Support by the Consolidated Civilian Personnel Office
