This chart summarizes the provisions of License Exception CTP and includes a list of countries in each tier. It is not all-inclusive and is meant only as initial guidance for exporters. For additional information, please refer to Section 740.7 of the Export Administration Regulations to ascertain other provisions, criteria, and restrictions of this License Exception.

2 Millions of theoretical operations per second.

3 Computers below 190,000 MTOPS do not require a license, except for AT reasons.

4 License Exception CTP is not available for exports or reexports to nuclear, chemical, biological, or missile end-users. See Part 744 of the Export Administration Regulations for restrictions and license requirements.

5 A license is required to export or reexport of all computers above 190,000 MTOPS to Computer Tier 3.
