Stephen Crystal, PhD

Dr. Crystal is the principal investigator of the Rutgers University mental health CERTs. The center's research focuses on improving outcomes in the use of mental health therapeutics in at-risk populations including children, the elderly, and the mentally ill. Dr. Crystal is Research Professor II, Chair and Founder of the Institute for Health, Health Care Policy and Aging Research's Division on Aging, AIDS Research Group, Center for Health Services Research Development, and the Center for Health Services Research on Pharmacotherapy, Chronic Disease Management, and Outcomes, within which the mental health CERTs operates. He has published extensively in major journals, with more than 175 publications including journal articles, books, chapters, and reports. Dr. Crystal also holds appointments as Professor of Public Health in the University of Medicine and Dentistry of New Jersey (UMDNJ) School of Public Health and on the adjunct faculty of the Robert Wood Johnson School of Medicine. He has previously served as Visiting Professor of Health Care Policy at Harvard Medical School's Department of Health Care Policy, as Chief of the Division of Health Care Sciences at the School of Medicine, University of California, San Diego, as a member of the contract staff at RAND, and, for more than a decade, in a series of senior positions in New York City government responsible for policy development, evaluation, and management of a range of health care and human services programs. He is well known for his scholarly and policy-analytic work on aging policies and on Medicare and Medicaid, and is a frequent adviser to federal and state health agencies, Congressional committees, foundations, and health plans.
