OCT 20 1995 To: Lenders Participating in the Health Education Assistance Loan (HEAL) Program Subject: Termination of
Schools from participating in the HEAL program Section 708(b)(4) of the Public Health Service (PHS) Act requires that a student attending a school with a HEAL default rate greater than 20 percent is not eligible to receive a HEAL loan. Section 708(d)(3) of the PHS Act provides Historically Black Colleges and Universities (HBCUs) with a waiver of this provision until October 13, 1995. Consistent with these provisions, and their continued default rate of greater than 20 percent, the HEAL program will terminate the following schools from the program effective October 13. 1995:
