ITC VOTES TO CONTINUE CASE ON CERTAIN ACTIVATED CARBON FROM CHINA

The United States International Trade Commission (ITC or Commission) today determined that there is a reasonable indication that a U.S. industry is materially injured by reason of imports of certain activated carbon from China that is allegedly sold in the United States at less than fair value.

All six Commissioners voted in the affirmative.

As a result of the Commission's affirmative determination, the U.S. Department of Commerce will continue to conduct its antidumping investigation of imports of this product from China, with its preliminary determination due on or about August 15, 2006.

The Commission's public report Certain Activated Carbon from China (Investigation No. 731- TA-1103 (Preliminary), USITC Publication 3852, May 2006) will contain the views of the Commission and information developed during the investigation.

Investigation No. 731-TA-1103 (Preliminary)

Product Description: For purposes of this investigation, the product covered is certain activated carbon. Certain activated carbon is a powdered, granular, or pelletized carbon product obtained by "activating" with heat and steam various materials containing carbon, including but not limited to coal (including bituminous, lignite, and anthracite), wood, coconut shells, olive stones, and peat. The thermal and steam treatments remove organic materials and create an internal pore structure in the carbon material. Chemically activated carbon, reactivated carbon, and activated carbon cloth are excluded from the petition. Certain activated carbon is classifiable under the subheading 3802.10.00 of the Harmonized Tariff Schedule of the United States (HTSUS). The primary use for certain activated carbon is the removal of chemical species from liquids and gases, such as in water and air purification, solvent recovery, and emissions reduction.
