THIS ALCOAST PROVIDES INITIAL INFORMATION ON THE UPCOMING GTCC TRANSITION FROM CITIBANK TO JPMORGAN CHASE (JPMC) AND HOW WE AS A TEAM CAN HELP FACILITATE A SMOOTH AND SUCCESSFUL TRANSITION. 2. THE CURRENT GSA SMARTPAY CONTRACT UNDER WHICH ALL GTCCS ARE ISSUED WILL EXPIRE ON 29 NOV 2008 AND ALL CITIBANK GTCCS WILL BE PERMANENTLY CLOSED ON THIS DATE. JPMC HAS BEEN SELECTED AS THE NEW DHS WIDE GTCC PROVIDER UNDER THE NEW GSA SMARTPAY CONTRACT WHICH IS EFFECTIVE 30 NOV 2008. UNDER THE NEW CONTRACT THE VISA CARD WILL BE ISSUED IN LIEU OF MASTERCARD. 3. JPMC WILL BE ESTABLISHING COAST GUARD INDIVIDUAL GTCC ACCOUNTS USING A CITIBANK PROVIDED FILE WHICH WILL CONTAIN INDIVIDUAL GTCC CARDHOLDER ACCOUNT PROFILE INFORMATION. THIS ONE TIME FILE WILL BE PROVIDED TO JPMC 30 AUG 2008. SOME OF THE CARDHOLDER PROFILE INFORMATION THAT WILL BE PROVIDED INCLUDES: FIRST AND LAST NAME, GTCC STATEMENT MAILING ADDRESS, AND ASSIGNED HIERARCHY. THE ACCURACY OF THE CITIBANK PROFILE INFORMATION PLAYS A KEY ROLE IN THE SUCCESSFUL ESTABLISHMENT OF JPMC GTCC ACCOUNTS. WE NEED TO ENSURE CITIBANK ACCOUNT PROFILE INFORMATION IS AS ACCURATE AS POSSIBLE AND THIS IS WHERE WE NEED YOUR HELP: A. GTCC CARDHOLDERS - ALL GTCC CARDHOLDERS NEED TO VALIDATE THE ACCURACY OF THE NAME AND MAILING ADDRESS ON THEIR CITIBANK GTCC ACCOUNT. THE VALIDATION CAN BE AS SIMPLE AS REVIEWING THIS INFORMATION ON THE LAST MONTHLY STATEMENT OR LAST MAILING YOU RECEIVED FROM CITIBANK. COMMANDS CAN USE THE DIRECT ACCESS UNIT TRAVEL CHARGE CARD REPORT TO QUICKLY IDENTIFY THE HIERARCHY TO WHICH CARDHOLDERS ARE ASSIGNED. THE REPORT HAS A COLUMN TITLED RPT HIERARCHY AND THE FIVE DIGIT NUMBER IN THIS COLUMN SHOULD BE IDENTICAL FOR ALL CARDHOLDERS ATTACHED TO THE COMMAND. PLEASE CONTACT YOUR SUPPORTING GTCC COORDINATOR IF YOU ARE UNSURE OF WHAT THE HIERARCHY NUMBER SHOULD BE. TO UPDATE AN INDIVIDUAL CARDHOLDER HIERARCHY ASSIGNMENT SUBMIT A CITIBANK TRAVEL CARD MAINTENANCE FORM CB002 TO YOUR SUPPORTING GTCC COORDINATOR. THE ONLY SECTIONS OF THE FORM THAT MUST BE COMPLETED ARE: SECTION I AND SECTION II. IN SECTION II PLACE AN X IN BLOCK B (HIERARCHY CHANGE). C. COORDINATORS - UPON RECEIPT OF A CB002 FORM, PLEASE COMPLETE SECTION IV (NEW REPORTING HIERARCHY), SIGN THE FORM ON THE APPROPRIATE LINE IN SECTION VII AND FAX THE FORM TO CITIBANK. 4. THE SPREADSHEET TITLED "CG TRAVEL CHARGE CARD COORDINATORS" PROVIDES A COMPREHENSIVE LIST OF COAST GUARD DESIGNATED GTCC HIERARCHY PRIMARY AND ALTERNATE COORDINATORS. 5. REF A ENCL (1) OUTLINES OVERALL GTCC ADMINISTRATIVE AND MANAGEMENT RESPONSIBILITIES AND OMB AND DHS MANDATORY GTCC INTERNAL CONTROLS. DURING THIS TRANSITION PERIOD WE NEED SPECIAL EMPHASIS PLACED ON THE FOLLOWING RESPONSIBILITIES: A. COMMANDS: (1) DESIGNATE A POINT OF CONTACT TO WORK DIRECTLY WITH THE COMMANDS SUPPORTING GTCC COORDINATOR. (2) NOTIFY YOUR GTCC COORDINATOR WHEN A CARDHOLDER TRANSFERS OR TERMINATES EMPLOYMENT. B. CARDHOLDERS: ENSURE THE MAILING ADDRESS AND OTHER CONTACT INFORMATION CONTAINED ON THE CITIBANK GTCC ACCOUNT IS CURRENT AND REMAINS CURRENT. THIS APPLIES TO ALL GTCC CARDHOLDERS AND NOT JUST CARDHOLDERS WITH CURRENT USAGE ACTIVITY. THE INFORMATION CAN BE UPDATED BY CONTACTING CITIBANK AT 1-800-790-7206. C. COORDINATORS SHALL ENSURE: (1) A CURRENT LIST OF COMMAND DESIGNATED GTCC POCS IS MAINTAINED. (2) HIERARCHY CHANGES ARE PROCESSED PROMPTLY. (3) THE ACCOUNT STATUS OF TERMINATED MEMBERS/EMPLOYEES IS IMMEDIATELY CHANGED TO "T1". 6. WE REALIZE THIS TRANSITION COINCIDES WITH OUR PCS SEASON, HOWEVER, THIS IS A GOVERNMENT WIDE TRANSITION THAT DOES NOT ALLOW FOR ANY VARIANCE.
