ALCOAST 185/08 COMDTNOTE 12300 SUBJ: DHS 2007 ANNUAL EMPLOYEE SURVEY RESULTS 1. THIS ANNOUNCES THE AVAILABILITY OF THE 2007 DHS ANNUAL EMPLOYEE SURVEY RESULTS FOR THE UNITED STATES COAST GUARD. THIS SURVEY WAS ADMINISTERED BETWEEN OCTOBER AND DECEMBER 2007 TO COAST GUARD CIVILIAN EMPLOYEES. OVER 5,300 CIVILIAN EMPLOYEES, REPRESENTING 69 PERCENT OF THE CIVILIAN WORKFORCE, RESPONDED TO THE SURVEY. 2. THE 2007 RESULTS INDICATE A POSITIVE TREND AND SHOW STRENGTHS IN THE AREAS IDENTIFIED AS SUPPORTIVE OF THE DHS HUMAN CAPITAL ASSESSMENT AND ACCOUNTABILITY FRAMEWORK (I.E., LEADERSHIP AND KNOWLEDGE MANAGEMENT, RESULTS-ORIENTED PERFORMANCE CULTURE, TALENT MANAGEMENT, AND JOB SATISFACTION). 3. THE DHS RULE OF THUMB FOR DETERMINING NOTABLE AND MEANINGFUL RESULTS DEFINES STRENGTHS AS SURVEY ITEMS THAT ARE 65 PERCENT OR MORE POSITIVE IN RESPONSE RATES AND CHALLENGES AS SURVEY ITEMS THAT ARE PERCENT OR MORE NEGATIVE IN RESPONSE RATES. NOTABLE IN THE USCG RESPONSES, 83 PERCENT OF OUR CIVILIAN EMPLOYEES LIKE THE WORK THEY DO. ADDITIONAL STRENGTHS INCLUDE: COOPERATING TO GET THE JOB DONE (85 PERCENT), KNOWING HOW THEIR WORK RELATES TO AGENCY GOALS (84 PERCENT), RECOGNIZING THE IMPORTANCE OF THEIR WORK (90 PERCENT), BEING HELD ACCOUNTABLE FOR ACHIEVING RESULTS (81 PERCENT), AND INTOLERANCE FOR SEXUAL HARASSMENT IN THE WORKPLACE (88 PERCENT). 4. THE SURVEY ALSO DISCLOSED SOME CHALLENGES. FOR EXAMPLE, ACCESS TO THE ON-LINE VERSION OF DHS TODAY, INCLUDING ITS CONTENTS AND APPLICABILITY, RECEIVED LOWER SCORES WHEN COMPARED WITH OTHER SURVEY SCORES. 5. BASED ON THESE RESULTS, WE MUST CONTINUE TO BUILD ON OUR STRENGTHS WHILE LOOKING FOR WAYS TO OVERCOME THE CHALLENGES, E.G., IMPROVING ACCESS TO DHS INFORMATION. 6.
