ALCOAST 124/08 COMDTNOTE 12500 SUBJ: PRESIDENTIAL MANAGEMENT FELLOWS (PMF) PROGRAM FOR 2008 1. THE OFFICE OF PERSONNEL MANAGEMENT (OPM) WILL ANNOUNCE THE PMF CLASS OF 2008 FINALISTS IN THE SPRING 2008. THE PMF PROGRAM RECRUITS INDIVIDUALS WITH GRADUATE DEGREES AND IS A CONCENTRATED, VARIED, AND ACCELERATED TRAINING EXPERIENCE DESIGNED TO PROVIDE THE FEDERAL GOVERNMENT WITH A POOL OF WELL-QUALIFIED AND WELL-TRAINED FUTURE SUPERVISORS, MANAGERS, AND EXECUTIVES. UPON NOMINATION TO THE PMF PROGRAM BY THE APPROPRIATE DEAN, DIRECTOR, OR CHAIRPERSON OF THEIR GRADUATE PROGRAM, NOMINEES UNDERGO A RIGOROUS SCREENING AND ASSESSMENT PROCESS BY OPM. UPON NOTIFICATION BY OPM OF THEIR SELECTION AS PMF FINALISTS, THEY ARE ELIGIBLE TO BE HIRED IMMEDIATELY. THIS APPOINTING AUTHORITY SHOULD NOT BE USED AS SIMPLY A VEHICLE FOR QUICKLY HIRING MASTERS DEGREE GRADUATES, BUT A METHOD FOR DEVELOPING OUR FUTURE LEADERS AND PROGRAM MANAGERS. IN THE ABSENCE OF CENTRALLY FUNDED BILLETS, PMFS CAN ONLY BE HIRED INTO PERMANENT AUTHORIZED BILLETS. PMF CANDIDATES SHOULD BE AVAILABLE TO BE HIRED BEGINNING IN APRIL 2008. 2. PMFS RECEIVE AN INITIAL TWO-YEAR EXCEPTED APPOINTMENT. THEY CAN BE HIRED AT THE GS-9, GS-11 OR GS-12 LEVEL, DEPENDING ON THEIR QUALIFICATIONS. DURING THE TWO-YEAR PROGRAM, THEY MAY BE PROMOTED UP TO THE GS-13 LEVEL, BASED UPON SUCCESSFUL COMPLETION OF ASSIGNMENTS AND ATTAINMENT OF NECESSARY SPECIALIZED EXPERIENCE. PRIOR TO COMPLETION OF THE TWO-YEAR PROGRAM, THE DESIGNATED COAST GUARD EXECUTIVE RESOURCES BOARD (ERB) MUST CERTIFY THAT EACH PMF HAS SUCCESSFULLY FULFILLED ALL PROGRAM REQUIREMENTS IN ORDER TO CONVERT THE PMF INTO THE COMPETITIVE SERVICE. CONVERSIONS ARE EFFECTIVE ON THE DATE OF THE EXPIRATION OF THE TWO-YEAR APPOINTMENT. PMFS ARE THEN ELIGIBLE FOR FURTHER PROMOTIONAL OPPORTUNITIES SUBJECT TO MERIT PROMOTION COMPETITION. 3. THERE IS A REQUIREMENT TO PROVIDE AT LEAST 80 HOURS OF FORMAL TRAINING PER YEAR, INCLUDING TRAINING IN CORE COMPETENCIES TARGETED TO THE FELLOWS FUNCTIONAL AREA AND INDIVIDUAL DEVELOPMENT PLAN (IDP). EACH PMF MUST RECEIVE AT LEAST ONE DEVELOPMENTAL ASSIGNMENT OF FOUR TO SIX MONTHS DURATION WITH FULL-TIME MANAGEMENT AND OR TECHNICAL RESPONSIBILITIES CONSISTENT WITH THE FELLOWS IDP. EACH PMF MUST ALSO RECEIVE AT LEAST ONE ROTATIONAL ASSIGNMENT OF ONE TO SIX MONTHS DURATION OUTSIDE THE COAST GUARD, BUT WITHIN THE DEPARTMENT OF HOMELAND SECURITY, TO GAIN A BROADER PERSPECTIVE OF THE DEPARTMENT. IN ADDITION, A FEE OF 6,000 DOLLARS MUST BE PAID TO OPM TO COVER THE COSTS OF RECRUITMENT AND ASSESSMENT, FOR EACH PMF HIRED. THE FEE MUST BE PAID TO OPM BY THE PROGRAM VIA ELECTRONIC FUNDS TRANSFER. NO ADDITIONAL FUNDING WILL BE PROVIDED TO COVER THESE COSTS. 4.
