ALCOAST 123/08 COMDTNOTE 5354 SUBJ: DEFENSE EQUAL OPPORTUNITY MANAGEMENT INSTITUTE (DEOMI) ORGANIZATIONAL CLIMATE SURVEY (DEOCS) A. COAST GUARD EQUAL OPPORTUNITY MANUAL, COMDTINST M5350.4(SERIES) 1. THE DEFENSE EQUAL OPPORTUNITY MANAGEMENT INSTITUTE (DEOMI) ORGANIZATION CLIMATE SURVEY (DEOCS) IS A USEFUL MANAGEMENT TOOL FOR ASSESSING COMMAND EQUAL OPPORTUNITY (EO) CLIMATE. REF A REQUIRES THAT A DEOCS BE ADMINISTERED AT EVERY UNIT AT LEAST TRIENNIALLY. THIS REQUIREMENT IS REVISED TO READ "COMMANDING OFFICERS AND OFFICERS-IN-CHARGE SHALL ADMINISTER A DEOCS WITHIN 180 DAYS OF ASSUMING COMMAND AND ANNUALLY THEREAFTER." THIS CHANGE WILL BE REFLECTED IN THE NEXT REVISION OF REF A. 2. THE DEOCS MAY BE USED BY UNITS AND STAFF ELEMENTS WITH AT LEAST 16 MEMBERS AND IS SUITABLE FOR UNITS WITH MILITARY AND/OR CIVILIAN EMPLOYEES. THE DEOCS SURVEY MEASURES CLIMATE FACTORS ASSOCIATED WITH THE MILITARY EQUAL OPPORTUNITY (EO) PROGRAM, CIVILIAN EQUAL EMPLOYMENT OPPORTUNITY (EEO) PROGRAM, AND ORGANIZATIONAL EFFECTIVENESS (OE) ISSUES. 3. DEOCS ASSESSES 14 CLIMATE FACTORS: SEXUAL HARASSMENT/ DISCRIMINATION, DIFFERENTIAL COMMAND BEHAVIOR TOWARD MINORITIES, POSITIVE EO BEHAVIORS, RELIGIOUS DISCRIMINATION, RACIST BEHAVIOR, OVERALL EO CLIMATE, AGE AND DISABILITY DISCRIMINATION, WORK GROUP COHESION AND EFFECTIVENESS, LEADERSHIP COHESION, JOB SATISFACTION, TRUST IN THE ORGANIZATION, AND ORGANIZATIONAL COMMITMENT. 4. AFTER RECENT MAJOR IMPROVEMENTS, THE DEOCS CONSISTS OF 66 QUESTIONS ADDRESSING EQUAL OPPORTUNITY AS WELL AS ORGANIZATIONAL EFFECTIVENESS AND DEMOGRAPHICS. COMMANDS ALSO MAY ADD UP TO 15 QUESTIONS OF THEIR OWN MAKING, INCLUDING 5 WHICH REQUIRE EMPLOYEES TO WRITE SHORT ANSWERS. THE SURVEY TAKES APPROXIMATELY 30 MINUTES TO COMPLETE. DEOMI MAKES SURVEY RESULTS AVAILABLE TO COMMANDS WITHIN 72 HOURS OF THEIR COMPLETION. THE MANNER IN WHICH RESULTS ARE DISCLOSED PROTECT THE CONFIDENTIALITY OF EVERY PARTICIPANT. 5.
