ALCOAST 049/08 COMDTNOTE 12300 SUBJ: 2008-2009 MINORITY SERVING INSTITUTION INTERNSHIP PROGRAM 1. I AM PLEASED TO ANNOUNCE THE SUMMER AND FALL 2008 AND SPRING 2009 MINORITY SERVING INSTITUTION INTERNSHIP PROGRAM (MSIIP). 2. THIS PROGRAM PROVIDES COLLEGE STUDENTS THE OPPORTUNITY TO EXPERIENCE THE DIVERSITY OF CAREERS WITHIN THE COAST GUARD, AND ALLOWS THE HOST OFFICE TO PROVIDE PROGRAM EXPERIENCE AT THE ENTRY LEVEL. THE GOAL IS TO ENHANCE MINORITY OUTREACH BY TAPPING INTO THE POOL OF TALENTED GRADUATE, AND UNDERGRADUATE STUDENTS BEGINNING AT THE SOPHOMORE LEVEL, TO WORK AS INTERNS. MSIIP STUDENT INTERNS ARE HIRED THROUGH THIRD-PARTY CONTRACTORS AND ARE NOT APPOINTED AS FEDERAL EMPLOYEES. 3. THE SUMMER 2008 PROGRAM IS 10 WEEKS IN LENGTH AND RUNS FROM JUNE THROUGH THE MIDDLE OF AUGUST. THE FALL 2008 PROGRAM IS 15 WEEKS, BEGINNING IN THE MIDDLE OF AUGUST AND ENDING IN DECEMBER. THE SPRING 2009 PROGRAM IS 15 WEEKS, BEGINNING JANUARY THROUGH THE MIDDLE OF MAY. 4. MSIIP STUDENT INTERNS WILL BE SUBJECT TO A SUITABILITY INVESTIGATION, HOWEVER, REQUESTS TO FILL POSITIONS REQUIRING SECURITY CLEARANCES CANNOT BE CONSIDERED DUE TO THE LIMITED DURATION OF THE INTERNSHIP. 5. COMMANDS MUST FORWARD PRIORITIZED REQUESTS TO MR. ESTEBAN MORALES, CG-1212, VIA E-MAIL ESTEBAN.MORALES(AT)USCG.MIL. APPLICATION DEADLINES FOR SUMMER, FALL 2008, AND SPRING 2009 PROGRAMS ARE DUE NO LATER THAN 29 FEBRUARY 2008. REQUESTS MUST INCLUDE THE NUMBER OF MSIIP INTERNS, TYPE OF MAJOR, UNIT NAME, GEOGRAPHIC LOCATION, DESIRED SESSION (SUMMER, FALL 2008, OR SPRING 2009) AND DESIGNATED HOST TRAINING SUPERVISOR. 6. THE HOST TRAINING SUPERVISOR MUST BE WILLING TO MENTOR, TRAIN INTERNS, AND BE THE INTERNS MAIN POINT OF CONTACT. THE HOST SUPERVISORS SHOULD HAVE EXPERIENCE IN SUPERVISING CIVILIAN EMPLOYEES. A. HOST SUPERVISORS MUST ALSO: (1) COMMUNICATE WITH THE COAST GUARD LIAISON, ESTEBAN MORALES, DURING THE SELECTION PROCESS. (2) CREATE A ONE-PARAGRAPH INTERNSHIP DESCRIPTION. (3) OFFER ASSIGNMENTS RELATED TO THE INTERNS FIELD OF STUDY. (4) DEVELOP A WORK PLAN FOR THE LENGTH OF THE INTERNSHIP, AND SHARE THIS WITH THE INTERN AT THE BEGINNING OF THE INTERNSHIP. (5) MONITOR THE INTERNS WORK SCHEDULE. (6) E-MAIL OR FAX INTERN TIME SHEET ON A BI-WEEKLY BASIS TO THE CONTRACTORS POINT OF CONTACT. (7) COMPLETE AND SUBMIT MIDTERM AND FINAL INTERN PERFORMANCE EVALUATIONS. (8) PROVIDE A WORKSTATION AND PROCURE A LOCAL TEMPORARY I.D. BADGE FOR THE INTERN. B. ADDITIONALLY, HOST SUPERVISORS LOCATED OUTSIDE THE DC METRO AREA MUST PROVIDE ADDITIONAL SUPPORT BY: (1) AIDING THE CONTRACTORS PROGRAM COORDINATOR IN IDENTIFYING HOUSING AND LOCAL TRANSPORTATION FOR THE INTERN. (2) IF POSSIBLE, MEETING INTERNS AT THE AIRPORT UPON ARRIVAL AND ACCOMPANYING THEM TO THE AIRPORT ON THE DAY OF DEPARTURE. 7.
