PERSONNEL AND PAY PROCEDURES MANUAL, PSCINST M1000.2A, ENCL (6) 1. THIS ALCOAST ANNOUNCES THE RESULTS OF A PANEL CONVENED TO REVIEW SRB MULTIPLES. FACTORS CONSIDERED BY THIS PANEL INCLUDED ORGANIZATIONAL NEEDS ACROSS ALL RATINGS, OUR EVER-INCREASING ROLES WITHIN THE DEPARTMENT OF HOMELAND SECURITY, WORKFORCE GROWTH, INCREASED REENLISTMENT TRENDS, AND BUDGETARY REALITIES. THE SRB MULTIPLES OFFER A FINANCIAL INCENTIVE TO RETAIN SPECIALLY TRAINED INDIVIDUALS IN OUR MOST CRITICAL RATINGS. 2. ADDITIONALLY, THIS ALCOAST IMPLEMENTS THE TRANSITION FROM THE INSTALLMENT PAYMENT PROGRAM TO THE LUMP SUM PAYMENT PROGRAM AS PER PARA. 4 OF REF A. EFFECTIVE 16 JULY 2008, THE INSTALLMENT PLAN PROGRAM WILL NO LONGER BE AVAILABLE. ALL NEW REENLISTMENTS AND EXTENSIONS WILL BE PAID IN ONE LUMP SUM. 3. THE SRB MULTIPLES PREVIOUSLY AUTHORIZED IAW REF A REMAIN IN EFFECT UNTIL 15 JULY 2008. THE NEW SRB MULTIPLES AND KICKERS LISTED BELOW BECOME EFFECTIVE 16 JULY 2008. MEMBERS IN PAY GRADE E-3 WITH A DESIGNATOR ARE AUTHORIZED ZONE A SRBS IF THAT RATING IS AUTHORIZED ZONE A SRBS FOR THIRD CLASS PETTY OFFICERS. A. BOATSWAINS MATES (BM) WHO POSSESS ANY OF THE SURFMAN COMPETENCY CODES (CXNNLBS, CXNSJ, CXNSK, CXNSM, OR CXNSU), WILL RECEIVE AN ADDITIONAL FOUR (4.0) KICKER ADDED TO THEIR SRB MULTIPLE. FOR EXAMPLE, A BM2, WHO IS ENTITLED TO RECEIVE AN SRB OF ONE POINT TWO (1.2), AND POSSESSES THE CXNSJ COMPETENCY CODE, WILL RECEIVE A TOTAL SRB MULTIPLE OF FIVE POINT TWO (5.2). B. ELECTRONICS TECHNICIANS (ET) WHO POSSESS THE MK92FCS COMPETENCY CODE WILL RECEIVE AN ADDITIONAL THREE (3.0) KICKER ADDED TO THEIR SRB MULTIPLE. FOR EXAMPLE, AN ET2, WHO IS ENTITLED TO RECEIVE AN SRB OF TWO (2.0), AND POSSESSES THE MK92FCS COMPETENCY CODE WILL RECEIVE A TOTAL SRB MULTIPLE OF FIVE (5.0). C. GUNNERS MATES (GM) WHO POSSESS THE MK75 COMPETENCY CODE WILL RECEIVE AN ADDITIONAL ONE (1.0) KICKER ADDED TO THEIR SRB MULTIPLE. FOR EXAMPLE, A GM2, WHO IS ENTITLED TO RECEIVE AN SRB OF TWO (2.0), AND POSSESSES THE MK75 COMPETENCY CODE, WILL RECEIVE A TOTAL SRB MULTIPLE OF THREE (3.0). D. MEMBERS RECEIVING SRB KICKERS MUST MAINTAIN THAT COMPETENCY CODE FOR THE LENGTH OF THEIR ENTIRE CONTRACTUAL OBLIGATION UNLESS, THE CODE IS REMOVED FOR NO FAULT. FOR EXAMPLE, A BM RECEIVING A KICKER FOR THE CXNSJ COMPETENCY CODE, WHO IS TRANSFERRED TO A RECRUITING BILLET, IS UNABLE TO CONTINUE TO MAINTAIN THIS COMPETENCY. HOWEVER, THE SRB MULTIPLE WILL NOT BE READJUSTED (REMOVING THE KICKER), SINCE THE LOSS OF THE COMPETENCY CODE IS NO FAULT. IF THE LOSS OF ENTITLEMENT TO A COMPETENCY CODE DURING THE CONTRACTUAL OBLIGATION PERIOD IS DUE TO FAULT (E.G., REMOVED FOR INCOMPETENCY), THE SRB MULTIPLE WILL BE READJUSTED AS OF THE DATE OF REMOVAL FOR THE REMAINDER OF THE CONTRACTUAL OBLIGATION. ENTITLEMENT TO SRB KICKERS WILL NOT BE RESTORED IF THE LOSS OF A COMPETENCY CODE WAS DUE TO PERSONAL FAULT, AND THE MEMBER LATER REQUALIFIES DURING THE SAME CONTRACTUAL PERIOD. THIS READJUSTMENT OF SRB MULTIPLES MAY RESULT IN RECOUPMENT ACTION BEING TAKEN AGAINST THE MEMBER. 4. SINCE THE FORMULA FOR DETERMINING THE SRB HAS CHANGED, DIRECT COMPARISONS BETWEEN SRB CALCULATIONS BEFORE AND AFTER 15 JULY ARE NOT POSSIBLE. MEMBERS UNSURE ON WHEN TO REENLIST SHOULD PERFORM BOTH CALCULATIONS AS PER PARA. 5 AND 6 BELOW AND DETERMINE THEIR BEST OPTION. 5. FROM THE DATE OF RELEASE OF THIS MESSAGE THROUGH 15 JULY 2008, MEMBERS REENLISTING OR EXTENDING WILL HAVE THE OPTION TO ELECT THE LUMP SUM PAYMENT OR THE OLD INSTALLMENT PLAN. ALL BONUSES AUTHORIZED DURING THIS PERIOD WILL BE CALCULATED AS FOLLOWS: A. INSTALLMENT PLAN: SRB MULTIPLE X MONTHLY BASIC PAY X MONTHS NEWLY OBLIGATED SERVICE)/12 B. MEMBERS MUST REALIZE THERE ARE POTENTIAL TAX IMPLICATIONS AND, THEREFORE, MAY WANT TO CONSIDER A TSP BONUS CONTRIBUTION (TSP YEARLY CONTRIBUTION LIMIT IS 15,500 DOLLARS). IF A MEMBER ELECTS TO CONTRIBUTE BONUS MONIES TO TSP, THE ELECTION MUST BE MADE ONE MONTH PRIOR TO RECEIPT OF BONUS. A. COS AND OICS ARE REMINDED THAT ALL MEMBERS WHO MUST OBLIGATE SERVICE, AND ARE WITHIN THREE MONTHS OF THEIR END OF ENLISTMENT, OR WITHIN THREE MONTHS OF THEIR SIXTH AND TENTH YEAR ACTIVE DUTY ANNIVERSARY DATE, MUST BE COUNSELED ON THEIR SRB ELIGIBILITY, AND MUST HAVE THE OPPORTUNITY TO READ REF B IN ITS ENTIRETY, AND SIGN AN ADMINISTRATIVE REMARKS ENTRY. 8. SRB-ELIGIBLE MEMBERS ARE REMINDED THAT THEY ULTIMATELY DECIDE THE LENGTH OF CONTRACTUAL OBLIGATION AND ACTUAL DATE OF REENLISTMENT OR EXTENSION. BOTH THE REENLISTMENT AND EXTENSION REQUIRE THE MEMBERS SIGNATURE, ACKNOWLEDGING THEY HAVE READ REF B, AND UNDERSTAND THE IMPACT THE CURRENT REENLISTMENT OR EXTENSION MAY HAVE ON THEIR CURRENT AND FUTURE SRB ELIGIBILITY. MEMBERS MUST READ ARTICLE 3.C.9. OF REF B, WHICH DETAILS REASONS FOR RECOUPMENT ACTION. IN ADDITION, COMMANDS WILL ENSURE THE APPROPRIATE ADMINISTRATIVE REMARKS ARE COMPLETED IN ACCORDANCE WITH REF C. 9. IF A MEMBER DESIRES TO REENLIST 90 DAYS EARLY FOR SRB PURPOSES, AN INCLUSIVE DAY IS ADDED TO PREVENT AN ADMINISTRATIVE ERROR THAT DENIES THE MEMBER SRB ELIGIBILITY. 10. IF THE MEMBER FAILS TO COMPLY WITH WEIGHT STANDARDS, AND IS PROCESSED FOR SEPARATION, THE UNEARNED PORTION OF THE SRB WILL BE RECOUPED. 11. FOR SRB QUESTIONS, MEMBERS SHOULD CONTACT THEIR UNIT COUNSELORS (TYPICALLY THE COMMAND YN/CPO/SCPO/MCPO) WELL IN ADVANCE OF THEIR REENLISTMENT OR EXTENSION DATE.
