Annual Report to Congress 1996

The Secretary of Commerce makes a report to the Congress each year on the Department's export control and related activities. Additionally, the Secretary reports to the Congress annually on the imposition of foreign policy controls. For the last two years, we have published these reports together to reduce paperwork. We sent these two reports to the Congress on January 16. The reports are available on this site in both WordPrefect 6.1 and PDF formats. Chapters One and Two comprise the annual report of BXA activities as called for by the provisions of the Export Administration Act. Chapter Three is the foreign policy report called for by the provisions of Section 6 of the EAA. You will find Chapter Three particularly useful since it explains the policy and practice of our export controls which are based upon foreign policy interests. These are many of our controls today.

Appendix One goes with Chapter Three and is a summary of public comments we received on the imposition of foreign policy controls. Appendix Two also goes with Chapter Three and is a chart of the member contries in the various multilateral export control regimes as of December 1996.

In April of 2002 the Bureau of Export Administration (BXA) changed its name to the Bureau of Industry and Security(BIS). For historical purposes we have not changed the references to BXA in the legacy documents found in the Archived Press and Public Information.
