Recovery of an overpayment is made by withholding the monthly Social Security check until the overpayment is paid in full.  There are also other methods of recovery. A compromise settlement is one where we accept an amount less than the full overpayment and forgive repayment of the rest of the debt. Also, If the overpaid individual no longer receives Social Security payments, we can recover the overpayment from the individual's federal tax refund. This method of recovery is referred to as the Tax Refund Offset. Overpayments can also be withheld from family benefits paid on the number holder's record.

Note: A Social Security overpayment can be withheld from an Supplemental Security Income underpayment due the beneficiary.
