Mariners
Mariners are the people who sail and operate cargo ships, cruise ships, tugboats, ferry boats, government ships
and boats, and a wide variety of other vessels serving commercial, non-profit, and government functions. They
may be licensed mariners, who are usually the officers on a ship, or unlicensed mariners, who run and maintain
the engines, prepare food, or work in a variety of other jobs on a ship.
Because of the rapid expansion of international trade in recent years, and the development of sophisticated
technology on many of the newer ships, there is great worldwide demand for trained personnel on vessels, in
shipyards, and in a variety of shoreside occupations. Mariners who want to take advantage of the opportunities
that shortage gives them must constantly update their training and security credentials. The Maritime
Administration assists mariners by operating an online system whereby they can check their records, providing
information on how they can meet requirements, and providing information on employment.

The ability to contact mariners is critical to the Maritime Administration's mission to ensure
adequate numbers of
qualified mariners are available to meet our nation's needs during peacetime and during times
of national emergency. MOS will allow mariners who agree to participate, an opportunity to
review their qualifications/sea service and provide updated, and more detailed contact
information.

Annual Compliance Report The Maritime Service Compliance
System (MSCS) assists Midshipmen and Cadets in the U.S. Merchant Marine Academy and State Maritime
Academies Graduates in the Student Incentive Payment program complete the required compliance
reports online on an annual basis for the period of their service obligation after graduation.
