BIOGRAPHICAL SKETCH
Howard A. Friedman is a meteorologist and deputy director of the
Hurricane Research Division/AOML, Miami, Florida. Mr. Friedman studied
at: New York University, where he received his B.A. (Meteorology) from
the University College of Arts and Science (1960) and his M.S. (Meteorology)
from the Graduate School of Engineering and Science (1967); and at Florida
Atlantic University, where he was a member of the Ed.D. Traveling Scholars
Program. From 1960-72, Mr. Friedman was a meteorologist and project
coordinator for the Research Flight Facility (now called the NOAA Aircraft
Operations Center). He later joined the National Hurricane Center as a
tropical analyst and forecaster until 1981, when he returned to the National
Hurricane Research Laboratory (currently Hurricane Research Division/AOML).
While at NHC, he served as the focal point for training WMO fellows. His
interest in education continued; he participated in the Ed.D. Traveling
Scholars Program at FAU and, has taught aviation meteorology at Miami-Dade
Community College, Embry-Riddle Aeronautical University and Broward Community
College/Aviation Institute, where he is an adjunct professor. In 1983, Mr.
Friedman became a seconded expert to the WMO's Tropical Cyclone Programme,
where he began working on a reference guide for tropical cyclone prone nations.
He is the director of AOML's Office for Equal Employment Opportunity,
a former member of the NOAA EEO and Diversity Councils, the Science Advisory
Panel of the Museum of Science and Discovery (Ft. Lauderdale, FL), past
chairperson of the AMS Board on School and Popular Meteorological and
Oceanographic Education and, the AMS Board on Women and Minorities. Mr.
Friedman is the treasurer of the South Florida Federal Executive Board (FEB),
a member of the FEB's Policy Committee and, a founding member of the FEB's
Interagency Mediation Council. He is an active member of the FEB's SNAP
(Shared Neutrals ADR Program) and, a member of NOAA's ADR and facilitator's
cadres. In January 2007, he received the Dr. Charles E. Anderson Award from
the AMS and, the Distinguished Career Award from NOAA (May 2007). Mr. Friedman
has published in the Bulletin of the American Meteorological Society,
Weatherwise, Journal of Applied Meteorology, FEMA Monograph Series, WMO
Manuals, Plenum's Environmental Science Research Series, several NOAA
technical reports and, conference preprints.

AOML's EEO Program
- The director of AOML's OEEO is also AOML's laboratory
EEO manager. The AOML EEO manager: helps to develop
and coordinate the EEO-related activities of AOML's
special program managers; coordinates with other NOAA
organizations (e.g., NWS, and NMFS in the Miami area);
provides guidance on EEO-related issues to AOML
management and, to the ERL EEO Manager.
- AOML's EEO program focuses on community and educational outreach, recruitment, and enhancement of opportunities for employees to maximize their skills and
careers through education, training and merit.
- Members of the AOML and Miami Meteorological Society
Speaker's Bureau: conduct tours of NOAA-Miami
facilities; conduct career day and science awareness
programs; and, participate as judges at science and
engineering fairs in Dade and Broward Counties.
- Speaker's Bureau participants, on average, conduct
approximately 800 - 1000 school contacts annually.
- AOML supports several programs of the Dade County Public Schools, including: (a) MAST Academy Intern Program; (b) MAST Academy Weather-On-Wheels (Advisory
Board); and (c) Community Research Laboratory Program.
- Members of the AOML/OEEO and supervisors conduct
numerous career counseling sessions for employees,
applicants, women's and minority organizations.
