Vehicles equipped with electric motors and fuel cells are a promising technology that are currently still in the development phase. Incentives Zero Emission Vehicle Incentive Program The California Air Resources Board (CARB) has adopted a Zero Emission Vehicle (ZEV) mandate that requires automakers to produce ultra-clean, advanced technology vehicles. CARB offers incentives for certain types of battery electric vehicles via its Zero-emission vehicle Incentive Program (ZIP). The CARB ZIP incentives are available for both public and private entities. Efficient Vehicle Incentive Program California Energy Commission's incentive program for hybrid-electric and natural gas passenger vehicles. High Occupancy Vehicle (HOV) lane use Owners of electric vehicles and natural gas vehicles can apply for a special Department of Motor Vehicles (DMV) sticker that allows solo drivers to use HOV lanes. Note: Hybrid electric vehicles do not qualify for the HOV lane sticker. The federal tax code offers tax credits and deductions for electric and natural gas vehicles.
