David Hibshman is the Associate Regional Director of Operations in NCUA’s Tempe office, responsible for the region’s divisions of insurance, supervision, special actions, and management services. Dave came to the Tempe region in 2003 as the Associate Regional Director of Programs from the former Chicago region.

Dave began his career with NCUA in 1986 as an examiner in South Bend, Indiana. He also served as a problem-case officer and supervision analyst in the Chicago region before becoming a supervisory examiner in NCUA’s Albany Region in 1991, based in Orange County, New York. Dave went on to become the Albany region’s director of supervision in 1993, and the associate regional director of programs in 1995, before returning to the Chicago office in 1998 as the associate regional director of operations.

Dave holds a bachelor of science in accounting and an MBA. He began his federal career as a United States Marine.
