Under Secretary Mancuso Addresses Global Financial Institutions in London

London – Under Secretary of Commerce Mario Mancuso today delivered the keynote address at the Export Compliance Training Institute's Economic Sanctions and Export Controls conference at Canary Wharf.  Under Secretary Mancuso, who leads the Bureau of Industry and Security at the U.S. Department of Commerce, discussed U.S. policy efforts to meet U.S. national security challenges with “smart power” tools, including targeted financial measures and trade controls.

“Globalization is having profound implications for financial markets, technology trade, and national security,” said Under Secretary Mancuso. 

Under Secretary Mancuso also discussed Iran.  “A noted state sponsor of terrorism, Iran continues to recklessly defy the international community by ignoring calls to suspend its nuclear program.  Iran also assiduously courts mischief, and serves as an increasingly malign and lethal influence inside Iraq and throughout the Middle East.”

Under Secretary Mancuso added. “Iran is a particularly urgent priority for us.  We have learned that there have been occasions in the past where U.S.-controlled technology made its way to Iran and into Iraq, where it was used in IEDs against U.S. and coalition forces.  We will do everything in our power to ensure that this never happens again.”

While in London, Mancuso also held talks with UK government, industry and academic leaders.  His visit is part of a BIS effort to elevate international engagement and diplomacy with key partners and markets on national security, high technology and strategic trade issues.

BACKGROUND
Under Secretary Mancuso heads the Bureau of Industry and Security which promotes continued U.S. strategic technology leadership and helps to advance national security, foreign policy and economic objectives by ensuring an effective export control and treaty compliance system. 

Mr. Mancuso is responsible for global dual-use trade policy, and leads multilateral and bilateral strategic trade dialogues for the U. S., including the U.S.-China High Technology and Strategic Trade Working Group and the U.S.-India High Technology Cooperation Group, and manages a bureau with offices throughout the United States and in China, India, Hong Kong, Russia, and the United Arab Emirates.
