Bob Foster Joins NCUA Public & Congressional Affairs

May 14, 2008, Alexandria, Va. – U.S. Treasury Deputy Assistant Secretary for Legislative Affairs (Banking & Finance) Robert U. Foster, III will join the National Credit Union Administration as Deputy Director of the Office of Public & Congressional Affairs effective May 19, 2008.

In that capacity, Foster will work with Director of Public and Congressional Affairs John McKechnie in advancing NCUA’s legislative agenda on Capitol Hill and serving as a liaison for the Agency on a variety of Congressional issues. 

"I am extremely pleased to have Bob join us," said Chairman JoAnn Johnson. "His expertise and knowledge will be an asset to the Agency, particularly as we navigate the increasingly complex environment for credit unions in Congress."

Foster joins NCUA following 19 years of government service and a stint in private industry. Before joining the U.S. Treasury in July 2007, Foster was Vice President of The Twenty-First Century Group, a bipartisan consulting firm specializing in federal government affairs. With 18 years on Capitol Hill, Foster first served in the office of Congressman Michael Oxley and moved with the Chairman to the House Committee on Financial Services in 2001 as a Deputy Staff Director, Staff Director and later Chief of Staff. Foster worked closely with Chairman Oxley to help pass laws such as the Sarbanes Oxley Act, the Gramm-Leach-Bliley Act, the International Anti-Bribery and Fair Competition Act of 1998, the Terrorism Risk Insurance Act and its reauthorization, the Financial Services Regulatory Relief Act, the Credit Rating Agency Duopoly Relief Act and the Federal Deposit Insurance Reform Act.

A native of Purcellville, Va., Foster holds a B.A. in Economics from Virginia Tech. He and his wife, Jessica, have two daughters.    

The National Credit Union Administration charters and supervises federal credit unions. NCUA, with the backing of the full faith and credit of the U.S. government, also operates and manages the National Credit Union Share Insurance Fund, insuring the accounts of nearly 87 million account holders in all federal credit unions and the majority of state-chartered credit unions. NCUA is funded by credit unions, not tax dollars.
