7.1 Director, Security, Safety and Law
Enforcement. Serves as Reclamation’s
principal officer for the overall management of the Program and Emergency
Management Office, the Washington Liaison Group, the Law Enforcement Office,
the Safety and Occupational Health Office, the Dam Safety Office, and the
Security Office. Provides oversight for
field execution of these programs and, in doing so, assesses emerging
requirements critical to these programs.
The Security, Safety and Law Enforcement Office is responsible for
protecting the public, Reclamation employees, and Reclamation facilities as
well as serving as the point of contact and coordinator for other Federal
agencies, as well as state and local law enforcement entities. The Director is assisted by a Deputy Director who serves as the principal assistant for program administration,
coordination, formulation, implementation, oversight, tracking, review, and
evaluation. The office is located in
A. Chief, Program and Emergency Management
Office. Responsible for program
coordination and analysis, project management, and fund and resource management
for the Security, Safety and Law Enforcement Office. The office is also responsible for management
of disaster response mission assignments, secure communications and related
activities, and the Emergency Notification System. Activities include the oversight of the
Continuity of Operations (COO) activities and exercises of developed COO plans.
B. Administrator, Law Enforcement Office. Responsible for maintaining law and order and
protecting persons and property on Reclamation lands and project facilities;
ensuring that the law is enforced and that violations of law are properly
investigated; and increasing effectiveness through the efficient handling and
exchange of criminal and intelligence information with other Federal, state,
and tribal agencies as appropriate. This
office also maintains a continuing review and evaluation program to ensure
compliance with applicable Federal laws, regulations, and policies.
C. Manager, Safety and Occupational Health Office. Responsible for
assisting management in overseeing safety and health program implementation
throughout Reclamation. The office
monitors Reclamation operations to ensure that management and staff have or are
provided the knowledge necessary to control occupational risks associated with
Reclamation operations, as well as to protect the public from harm while at
facilities or in proximity to Reclamation operations. The office maintains Reclamation Safety and
Health Standards, directives, and guidance.
The office promotes and sponsors means to effectively manage critical hazardous
activities such as rope-supported work, underwater diving, and aviation
operations. Program evaluation and
accident investigation and reporting are also critical elements conducted by
this office. When Reclamation management
determines that risk reduction is desired, the office provides control options
for management’s consideration.
D. Chief, Dam Safety Office. Responsible for ensuring that
Reclamation facilities do not present unreasonable risks to the public, public
safety, property, and/or the environment.
To achieve this objective, Reclamation monitors, examines, and evaluates
the performance of dams in its inventory of facilities. Issues will be evaluated in terms of loading
conditions, structural response, and the potential consequences of dam failure. When Reclamation determines that risk
reduction is necessary, reasonable risk reduction actions will be implemented.
E. Chief Security Officer. Responsible for implementing Reclamation’s
Security Program, including personnel security and suitability, information
security, physical security, and operations security. The office is responsible for developing and
administering Reclamation programs to ensure the security of Reclamation
personnel, contractors, visitors, facilities, information processes, and other
resources under the jurisdiction of Reclamation.
