5.2     Director, Operations.  Responsible for liaison between the regions and Commissioner’s Office, including the identification and resolution of regional programmatic and budgetary issues and administrative supervision of regional liaisons; international policy, technical cooperation, technology exchange, and coordination; developing and coordinating policy and technical guidelines for Reclamation’s Native American affairs, delivering technical assistance to Indian tribes, overseeing water rights settlements, and other negotiation activities; and providing liaison with Reclamation offices, Departmental officials, and other Federal officials.  Coordinates and provides technical assistance related to water resources development and utilization to foreign countries in cooperation with the Department of State, its Agency for International Development, and other agencies engaged in international technical cooperation; to the extent that funds are available for that specific purpose.  The office is located in Washington, DC.  The following offices report to the Director:

 

          A.      Associate Director, Operations – West.  Responsible for program coordination, formulation, implementation, oversight, tracking, review, and evaluation of operational issues throughout Reclamation.  Serves as liaison with the Department of the Interior, other agencies, and stakeholders.  The office is located in Denver, CO.

 

          B.      Associate Director, Operations – East.  Responsible for providing technical, administrative, fiscal, legislative, policy, and programmatic advice and assistance to the Director, Operations and others as requested regarding water resources management issues, problems, or activities as they pertain to Reclamation.  Responsibilities also include overseeing the Regional Liaison Group which performs special assignments and serves as liaison between the regions and the Commissioner’s Office, including identifying and resolving regional programmatic and budgetary issues.  The office is located in Washington, DC.

 

          C.      Director, Native American and International Affairs.  Responsible for developing and coordinating policy and technical guidelines and delivery of technical assistance to tribes for Reclamation’s Native American affairs program, overseeing water rights settlement and other negotiation activities; and  serving as liaison with the Department, other Federal agencies, international organizations, international lending institutions, and private sector entities involving Reclamation’s international activities; including serving as the principal staff official responsible for initiating, developing, administering, and evaluating Reclamation’s participation in all international programs, including those for technical assistance and cooperation, international travel, and international visitor and training programs.
