4.1     Office of the Deputy Director - Justice Services.  The Deputy Director - Justice Services, reports to the Director, Bureau of Indian Affairs, and serves as the line officer for the Bureau’s law enforcement services and internal affairs program.

 

4.2     Responsibilities.  The office is responsible for all headquarters and field activities associated with policy implementation, procedures, coordination, and operation of law enforcement programs, and internal affairs programs.  This includes:

 

          A.      Uniformed police services, detention operations, and criminal investigations in Indian country.

 

          B.      The coordination of law enforcement activities with Federal, State, and local law enforcement agencies.

 

          C.      The Indian Police Academy, located at the Federal Law Enforcement Training Center in Artesia, NM, provides initial and continuing enforcement, detention, and communications training for Bureau and tribal personnel.

 

4.3     Organization.  The Deputy Director carries out the program responsibilities with assistance from the following:

 

          A.      Indian Police Academy.  The Indian Police Academy provides modern and up-to-date training courses for tribal and Bureau law enforcement, telecommunications, and detention officers to assist in lowering the crime rate and ensure safe communities.  The Academy also offers courses for annual in-service training requirements and establishes partnerships with Federal law enforcement agencies and other training resources to provide training opportunities for Indian country law enforcement personnel.  The Academy is co-located with the Department of Homeland Security at the Federal Law Enforcement Training Center (FLETC) in Artesia, New Mexico.

 

          B.      The Division of Corrections.  The division provides overall management for the Bureau corrections/detention programs.  This includes:  providing technical assistance to the Special Agents In Charge and District Corrections staff; developing standards, policies, and procedures for Bureau-wide implementation; conducting/coordinating security audits, staffing analysis, inspections and program evaluations; conducting physical plant assessments of existing and proposed facilities for compliance with Bureau and other national standards, training personnel on new generation jail philosophies, concepts and methodologies, and implementing and managing an automated information system.  The division also facilitates all interagency cooperative agreements between in-house agencies and other autonomous departments in providing complete correction services to Bureau and tribal corrections/detention programs.

 

          C.      The Division of Law Enforcement Services.  The division is responsible for administering, developing and implementing organizational objectives that integrate key national and program goals, priorities, and values; providing technical assistance to Special Agents In Charge and Indian tribes relating to law enforcement programs; and stressing accountability and continuous improvements to meet the organization’s vision, mission, and goals.

 

                    (1)     Law Enforcement District Offices are under the supervision of Special Agents In Charge.  They administer the law enforcement programs within their designated districts and provide accountability and continuous improvement.  Initiatives are accomplished through strategic planning, implementation, and evaluation of programs and policies.

 

                    (2)     The staff is also responsible for improving customer service and program performance within Bureau and tribal law enforcement programs, including uniformed police services, and criminal investigations.

 

          D.        Division of Professional Standards.  The division is responsible for conducting all internal affairs investigations throughout Indian Country and provides reports of findings to the Human Resources Office for coordination on personnel security issues and to the Deputy Assistant Secretary - Management.  The division is also responsible for providing inspection services to Bureau, and upon request tribal, law enforcement and corrections programs. 

 

          E.       Division of Tribal Justice Support.  The division provides guidance, technical support and advisory services to the Deputy Director, field staff, and tribes related to the development of policies and procedures for the continuing operation of tribal justice systems.  This includes promoting cooperation and coordination among tribal justice systems and the Federal and State judiciary systems and oversight for the continuing operations of the Courts of Indian Offenses.  The division works with tribes to secure independent tribal court reviews to determine which tribal justice systems have acceptable ratings based on established standards.
