308 DM 5

5.1 Responsibility. As prescribed in 308 DM 1.4C, the heads of bureaus and offices are responsible for the management (creation, change, abolishment) of intrabureau committees.

5.2 Purpose and Functions. Intrabureau committees may be used by the heads of bureaus and offices to provide advice, evaluate programs, develop project plans and operating procedures, conduct studies or reviews, coordinate program activities, make determinations, or other such consultative services.

5.3 Management. The heads of bureaus and offices are responsible for the preparation of standards and procedures for the management of internal committees: assignment of purpose, selection of members, schedule of meetings, tenure of members, required reports, record-keeping, duration of committee, etc..

5.4 Membership and Expenses. The members of intrabureau committees shall be employees of the bureau or office forming the committee. Service on intrabureau committees shall be considered as part of an employee=s regular duties, and no employee will receive any additional compensation for such committee service over and above his regular compensation as an employee.

5.5 Records and Reports. To provide a base for reports that may be required from time to time by the Office of the Secretary, outside agencies, or by the bureau or office head, the record-keeping items listed in 308 DM 3.13A(1) will be maintained by the committee management officers of the bureaus and offices for their intrabureau committees.
