Chapter 2: Trans-Alaska Pipeline System

2.1 Purpose. The purpose of this chapter is to prescribe the supervisory and management responsibilities for the Department of the Interior supervision of the Trans-Alaska Pipeline System (TAPS).

2.2 Authority. This directive is issued pursuant to the provisions previously contained in Secretary=s Order 3066, dated May 29, 1981, and based on the authority provided by Section 2 of Reorganization Plan No. 3 of 1950 (64 Stat. 1262).

2.3 Responsibilities. Supervisory, management, and support responsibilities are assigned as follows:

A. Under Secretary. The Under Secretary resolves internal jurisdictional and other conflicts which may arise within the Department and supervises the functions of the Assistant Secretary, Land and Minerals Management, conducted pursuant to this directive.

B. Assistant Secretary, Land and Minerals Management. The Assistant Secretary, Land and Minerals Management is the principal Department official responsible to the Secretary for Trans-Alaska Pipeline System matters and, under the direction of the Under Secretary, coordinates the contact with congressional committees, pipeline officials, and the general public. He supervises the work of the Director, Bureau of Land Management, in matters pertaining to the Trans-Alaska Pipeline System.

C. Director, Bureau of Land Management. The Director, Bureau of Land Management, has overall responsibility for management of the Trans-Alaska Pipeline System.

D. Alaska State Director, Bureau of Land Management. The Alaska State Director, Bureau of Land Management has the responsibility for the day-to-day management of Trans-Alaska Pipeline System operations. He supervises the Authorized Officer for the Trans-Alaska Pipeline System.

E. Authorized Officer (TAPS). The Chief, Branch of Pipeline Monitoring, Alaska State Office, Bureau of Land Management, is the Authorized Officer referred to in the AAgreement and Grant of Right-of-Way for the Trans-Alaska Pipeline,@ including the stipulations thereto. The Authorized Officer is responsible for:

(1) Ensuring compliance with the terms and conditions of the AAgreement and Grant of Right-of-Way for the Trans-Alaska Pipeline,@ and other terms and conditions placed on rights-of-way, permits, and leases issued pursuant to the Trans-Alaska Pipeline Authorization Act of November 16, 1973, P.L. 93-153, 87 Stat. 584, which relate to the construction, operation, maintenance, or termination of the Trans-Alaska Pipeline System and any stipulations attached to such authorizations.

(2) Taking necessary steps to enforce the terms and conditions of the above authorizations; protecting Federal interests relating to the Trans-Alaska Pipeline; monitoring of the permittees and their agents, contractors, and subcontractors; and coordinating monitoring activities with State of Alaska government officials.

(3) Coordination of billings of charges to the Trans-Alaska Pipeline System owners. Such billings will be based on plans submitted by the appropriate bureaus for operations associated with and approved by the Authorized Officer for planning, studies, report preparation, liaison, and other activities required for the Trans-Alaska Pipeline System.

F. Director, Fish and Wildlife Service and Director, Geological Survey. The Director, Fish and Wildlife Service, and the Director, Geological Survey, will make available to the Authorized Officer such personnel and expertise as the Authorized Officer may from time to time require. Personnel provided will be under the direction and supervision of the Authorized Officer.

G. Other Bureaus and Offices. Other bureaus and offices will cooperate by providing any assistance and personnel which the Authorized Officer may from time to time require.

2.4 Delegations of Authority. The delegations of authority provided to Department officials to carry out the responsibilities prescribed in this chapter are published in 207 DM 2.
