2.1 Approval of Publication. The heads of bureaus and offices, or those to whom they have delegated this authority, will determine, prior to submitting a Government-produced paper for non-Government publication:

A. That the paper is descriptive of a policy position fully adopted by the Department; and that it is not merely the expression of an individual's or group's projected or desired program that does not reflect the official Departmental stance.

B. That the paper is constructed well enough to warrant publication as official expression.

C. That the agency has, by legislation, been given, expressly or by implication, the responsibility of, or authority for, disseminating information of such nature as that presented in the paper.

D. That funds are available for paying page charges if incurred to disseminate the information in the paper.

E. That the responsibility of the agency for disseminating the information can be better discharged by submitting it to the publication under consideration and paying the publication's customary page charges than by other means.

F. That any dimensions in the paper are expressed in metric units exclusively or dual dimensions.
