2.1 Department of Agriculture. The Agricultural Research Service estimates for and receives funds for the control of incipient and emergency outbreaks of insect pests and plant diseases affecting agricultural crops and range grasses including grasshoppers and Mormon crickets on all lands regardless of ownership.

2.2 Department of the Interior.

A. The Department of the Interior does not estimate for or receive funds either by direct appropriation or by transfer for the control of these plant pests.

B. In the case of all infestations on lands under Departmental jurisdiction, the Bureau in control of such land shall perform its customary and routine activities in connection with the protection of such lands. It shall cooperate with the Plant Pest Protection Division of the Agricultural Research Service of the Department of Agriculture in connection with pest control activities by such brief, intermittent assistance for which no direct financial expenditure is required, as providing for transportation and storage of materials and equipment, providing information as to the location of the outbreak, providing guidance for control crews and furnishing reports on the effectiveness of the control effort. In addition, when infestations are on public or Indian lands which are under lease, license, or permit, the Bureau in control of such lands shall assist in making appropriate arrangements to obtain equitable cooperation from the lessees, licensees, permittees, livestock associations, individual livestock operators, Indian tribal councils or other interested groups.
