2.1 Departmental Forms. Form DI-1, Requisition, shall be used by bureaus submitting their requirements to the Office of the Secretary in Washington, D.C., when a requisition form is appropriate or prescribed. The form is authorized, but is not mandatory, for field use and for use within and between bureaus of the Department. It will not be used in lieu of a purchase order for acquiring articles or services from sources outside the Department.

2.2 Bureau Forms. Heads of bureaus may prescribe requisition forms and procedures for use within their respective bureaus. Such forms will not be used for acquiring articles or services from sources outside the bureau.

2.3 Other Forms. Cooperation will be given other departments or agencies which require or prefer a particular form of requisition for the furnishing of articles or services. An example of this type is Standard Form No. 1, Printing and Binding Requisition, required in ordering work from the Government Printing Office. In those cases, although the forms are requisitions from the standpoint of the receiving offices, they represent outside procurement for the purposes of this Department.
