235 DM 2

2.1 Delegation. The Director, Bureau of Land Management, is delegated the Secretary=s authority under the Naval Petroleum Reserves Production Act of 1976 (90 Stat. 303; 42 U.S.C. 6501) for surface management of the National Petroleum Reserve in Alaska and protection of surface values from environmental degradation, and to prepare rules and regulations necessary to carry out surface management and protection duties.

2.2 Limitation.

A. The following authority is not delegated in the general authority listed in 235 DM 2.1:

(1) The Director is not authorized to submit plans to the Committees on Interior and Insular Affairs of the Senate and the House of Representatives, or annual reports required by Section 104(d) of the Naval Petroleum Reserves Production Act of 1976.

(2) The Director is not authorized to establish a task force or submit a report pursuant to Section 105(c) of the Naval Petroleum Reserves Production Act of 1976.
