20.1 Office of Small and Disadvantaged Business Utilization. The Office of Small and Disadvantaged Business Utilization (OSDBU), established pursuant to Public Law 95-507, is responsible for implementing Departmental policy, and managing programs and initiatives that are related to Sections 8 and 15 of the Small Business Act, as amended, and other programs under the Business and Economic Development Programs. The Office is headed by a Director who reports to the Assistant Secretary - Policy, Management and Budget.

20.2 Mission. The mission of the Office of Small and Disadvantaged Business Utilization is to provide continuous outreach and assistance for procurement and contracting opportunities to small, small disadvantaged, minority, women and veteran-owned businesses, and businesses located in historically underutilized business zone (HubZone) areas.

20.3 Functions. The Office provides overall program and policy guidance to the Department=s bureaus and offices concerning the implementation and administration of the Business and Economic Development Programs. In carrying out its mission, the Office focuses on policy, programs and outreach to the small business community. This includes:

A. Establishing program priorities based on Executive orders, legislative requirements, national policies, demonstrated effectiveness of existing programs, current and impending program problems and needs.

B. Performing periodic reviews of each bureau and office to ensure that an adequate share of Interior sub-contracting opportunities are represented by the businesses covered under Public Law 95-507, and Sections 8 and 15 of the Small Business Act, as amended.

C. Publicizing and explaining Departmental programs to the small business community through conferences, seminars, trade fairs, educational activities, and individual or group counseling sessions.

D. Providing liaison services on small business matters affecting the Business and Economic Development Programs, with Congress, the Small Business Administration, and other Federal agencies.

E. Serving as a member of the Acquisition Managers= Partnership.

20.4 Organization. The Office is headed by a Director who serves as the principal policy advisor to the Assistant Secretary - Policy, Management and Budget for the Department=s Business and Economic Development Programs. The Director provides overall direction and guidance for the Department=s Business and Economic Development Programs and the Office of Small and Disadvantaged Business Utilization. The Director manages the functions of the Office with assistance from administrative support staff and program specialists whose responsibilities include:

A. Conducting outreach activities and advising, instructing, and informing businesses and minority serving institutions of Interior=s programs and contracting activities.

B. Measuring, evaluating, and reporting on bureau and office economic development programs including development of forecasts of opportunities for procurement. Coordinating, advising, and training Business Utilization and Development Specialists (BUDS) about performance of their duties in conformance with the requirements for Public Law 95-507, Federal Acquisition Regulation 19.201 (c), and Part 405 of the Departmental Manual.
