8.1 Office of Financial Management. The Office of Financial Management is responsible for all policy aspects of Departmentwide functions related to financial and accounting policy and procedures, financial data and data integrity, financial management strategic planning, fiscal and financial reporting including Departmentwide coordination of financial statements, financial management systems, the management control program and coordination of audits and audit followup. The Office provides executive level leadership and direction, coordinates policy development, program evaluation and guidance, and provides advocacy and support for program and bureau operations in all of its financial and related functional areas.

8.2 Functions. This Office performs the following functions relating to its assigned responsibilities:

A. Provides technical advice to the Assistant Secretary - Policy, Management and Budget and Chief Financial Officer on financial management and related issues.

B. Prepares the Annual Financial Management Plan for the Department in conjunction with the Interior Chief Financial Officer Council and the Finance Officers Partnership.

C. Provides technical guidance and assistance to bureaus and offices to facilitate accomplishment of financial management objectives.

D. Prepares for publication and maintains appropriate Departmental financial management and related regulations, policies, procedures, and data requirements.

E. Represents the Department and/or coordinates bureau participation on all functionally-related interagency committees, taskforces/working groups, as well as steering and advisory committees working on the development and modification of Governmentwide financial management policies.

F. Serves as principal focal point and liaison office for the Department in dealing with external organizations, such as the General Accounting Office, Office of Management and Budget, Treasury Department, and other executive agencies on financial management and audit issues.

G. Reviews regulations, policy, and operational matters relative to assigned duties which require Departmental approval, and advises and makes appropriate recommendations.

H. Directs or supports the activity of Departmental or interbureau committees established to develop Departmental policy, exchange information, and standardize procedures and the automation of systems in order to improve financial management service to customers.

I. Promotes the career development, professional training, and effective reassignment between bureaus and offices of staff engaged in financial or relative functions administered by the office, and participates in interagency activities related to these initiatives.

J. Prepares policies and procedures for systems development and facilitates implementation of integrated automated financial management systems.

K. Prepares the Annual Accountability Report for the Department including the consolidated audited financial statements.

L. Develops policy and procedures to implement the Management Control Program for the Department and coordinates Departmentwide compliance with the Federal Managers' Financial Integrity Act (FMFIA).

M. Coordinates audit tracking and audit followup for all Office of Inspector General and General Accounting Office Audit activity.

8.3 Organization. The Director, Office of Financial Management is responsible for all functions of the Office of Financial Management and serves as the Department's Deputy Chief Financial Officer. The authority of the Director is set forth in 212 DM 1. The Director is assisted by the Deputy Director, Office of Financial Management and by a staff of accountants and financial analysts organized in two groups (see attached organization chart).

The office manages using a team approach with staff members of the office, working in collaboration with staff from other offices or bureaus and external agencies to address specific areas of financial management policy, procedures, and/or reporting. The office uses the team approach to facilitate consensus and ensure a high level of responsiveness to the needs of the Secretary, the bureaus, and external agencies and organizations. The office is organized in two groups, reporting to the Director and the Deputy Director to coordinate staff assignments and staff development. The two groups are:

(1) Financial Management Systems and Reporting Group. This group is responsible for systems automation, data stewardship, fiscal and financial reporting, and performance measures.

(2) Financial Management Policy, Operations, and Accountability Group. This group is responsible for asset and debt management, management controls, and audit follow-up.

In addition, selected individuals are designated as focus leaders with the responsibility for planning, managing and reporting on progress in specific areas of focus such as financial management systems; management control and audit follow-up; asset and debt management; financial reporting; data stewardship; and financial management training.
