7.1 Delegation. The Director, U.S. Fish and Wildlife Service, is delegated the Secretary's authority under the Endangered Species Act, as amended, 16 U.S.C. 1531-1544, to serve as the lead official for the Department of the Interior in the cooperative effort among Departmental bureaus and water, power, and wildlife interests of the three Lower Colorado River Basin States (Arizona, California, and Nevada) to develop a Lower Colorado River Multi-Species Conservation Program.
7.2 Redelegation. The authorities in paragraph 7.1 above may be redelegated.
7.3 Limitations. This authority may be exercised only after full coordination with and concurrence by the affected Departmental bureaus and the Office of the Solicitor.
