2.1 Purpose. This chapter addresses the purpose, authority, issuance, availability, and description of the Business Utilization and Development Specialist Standard Operating Procedures handbook.
2.2 Authority. Authority to issue, amend, or revise the Business Utilization and Development Specialist Standard Operating Procedures (SOP) handbook resides with the Director, Office of Small and Disadvantaged Business Utilization (OSDBU). Supplemental guidance or instructions by bureaus or offices is permitted; however, such guidance or instructions shall not duplicate, paraphrase, reduce or otherwise alter the policies and procedures contained in the handbook.
2.3 Issuance. Distribution of the handbook and amendments or revisions thereto, will be made by OSDBU to bureau and office contracting and federal assistance activities.
2.4 Availability. The handbook is currently available from OSDBU.
2.5 Description of the handbook. The handbook establishes procedural instructions and operational guidance for Business Utilization and Development Specialists (BUDS) engaged in the implementation of the Interior=s Business and Economic Development Program. Used in combination with the Business and Economic Development Program handbook, this SOP should minimize reference to other publications for technical and procedural guidance.
