9.1     Personal Property Management Authority. 

 

          A.      Delegation.  The Assistant Secretaries are authorized to exercise the authority of the Secretary of the Interior in performing the personal property management functions in the following Federal Property Management Regulations as supplemented by Interior Property Management Regulations, and other Departmental Handbooks and issuances.

          B.      Requirement.

 

                   (1)     Assistant Secretaries are authorized to issue instructions or directives as required to implement, clarify, or supplement personal property management policies and procedures prescribed in the Interior Property Management Regulations (IPMR).  Restrictions or prohibitions outlined in the IPMR may not be made less stringent by bureau or office procedures, directives or instructions.  The Director, Office of Acquisition and Property Management, will be provided a copy of any issuance which implements, clarifies, or supplements personal property management policies and procedures of the IPMR system.

 

          C.      Limitations.

 

                   (1)     The use of a Government-owned or leased motor vehicle between domicile and place of employment will not be authorized unless such use is:

 

                             (a)     essential to the protection of life and property, or

 

                             (b)     approved by the Assistant Secretary - Policy, Budget and Administration as being advantageous to the Government.

 

9.2     Amendment Authority.  This chapter does not limit the authority delegated to the Assistant Secretary - Policy, Budget and Administration by 209 DM 4.  The Assistant Secretary - Policy, Budget and Administration is authorized to amend, limit, suspend, or revoke any authority granted by or pursuant to this chapter.  This authority may not be redelegated.
