5.1 Construction or Supply Contracts.
A. Delegation. The Commissioner of Water and Power Resources may authorize the use by the Water and Power Resources Service, in standard forms for property or services (including construction) contracts, of terms, conditions and provisions not consistent with such standard forms, pursuant to Federal Procurement Regulations 1-1.009 and 1-16.104(b).
B. Redelegation. This authority may not be redelegated.
