Part 762: Unsolicited Technical Proposals Received from the Public

1.1 Policy and Procedures. Department policy and procedures regarding unsolicited technical ideas or proposals received from the public, (1) not submitted with the object of obtaining a contract are prescribed in 401 DM 2; and (2) submitted for the purpose of obtaining a contract are prescribed at Section 14-4.5101 of the Interior Procurement Regulations (IPR 14-4.5101 - 41 CFR 14-4.5101).

1.2 Cross Reference. This cross reference to 401 DM 2 and IPR 14-4.5101 is inserted in this part because such unsolicited technical ideas or proposals received from the public may eventually develop into inventions and patents. Whenever a proposal develops into an invention and subsequent patent, the policies and procedures contained in 453 DM 1 and 453 DM 2, AInventions and Patents,@ will apply if a contract is awarded whether pursuant to IPR 14-4.5101 or as a result of a submission under 401 DM 2.
